Charguess is for use when a sentence/text from an unknown source or/and with a
unknown/missing encoding, is received.
In future revision, Charguess will be able to verify a
claimed encoding also and limit the reply to one language or group of languages.

How does it work?
1) The different encondings are tested
2) If a encoding is possible then the diffents charset are tested
3) If several couples encoding/charset are still possible, then compute frequencies of
the characters and compare them to the statistics
Is the reply warranty ?
No. Because often the replies are based on statistics, but
the more than 95% of the answers are good.
